Civic issues
Topics getting the most attention in Richland Hills public meetings, ranked by how frequently they come up.
Cecil Drive street reconstruction
The city awarded the contract to rebuild Cecil Drive, a 2023 bond-funded street project. Construction could start almost immediately, with contractors required to notify residents and post project contact information.
FY27 Street Mill and Overlay Program
Nine streets are slated for full-depth reclamation with Tarrant County Precinct 3 at about $1.33 million — a method expected to last 15-20 years instead of 10-12 for a simple overlay. Work likely starts late spring.
Citywide street conditions and paving priorities
The street sweeper program isn't delivering — council discussed dropping it after paying $10,000 for disappointing results. Public Works also plans a smaller roller (under $30,000) so crews can do better pothole repairs without a CDL driver.
Five-Year Capital Improvement Program
More than 45 projects are being scored for the FY2027–FY2031 plan, with about $2.5 million of debt capacity and $5.2 million available. Creek Trail Park flooding emerged as a top concern, with council discussing a possible three-city drainage partnership.
Ending the Real Time Transport Program
The council was scheduled to consider ending the city-subsidized Real Time Transport ride program once current funding runs out. Riders who depend on the subsidized service would lose it after closeout.
